About the Scheme
Brief
The Uttar Poorva Transformative Industrialization Scheme (UNNATI), 2024, is a Central Sector Scheme launched by the Government of India on 9 March 2024. It is designed to boost industrial growth and create gainful employment in the eight North-Eastern States: Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, and Tripura.
Objectives
- Strengthen the industrial ecosystem and attract new investments in manufacturing and service sectors
- Generate direct and indirect employment opportunities to drive regional socio-economic development
- Promote "green" industries like renewable energy and EV charging while restricting environmentally harmful sectors
Eligibility Criteria
- Units: Both new industrial units and existing units undergoing substantial expansion are eligible
- Minimum Investment Requirements:
i. Manufacturing Sector: Minimum investment of ₹1 crore in plant and machinery
ii. Service Sector: Minimum investment of ₹50 lakh in building construction and durable physical assets
iii. Micro Industries: Minimum investment of ₹50 lakh for both sectors
iv. Exclusions: Units manufacturing products on the Negative List (e.g., tobacco, plastic bags <20 microns, cement, arms and ammunition) are ineligible
Benefits
The scheme provides financial incentives based on the districts classification as Zone A (industrially advanced) or Zone B (industrially backward):
- Capital Investment Incentive (CII): Subsidies of 30% (Zone A) or 50% (Zone B) on eligible investment, with maximum limits ranging from ₹5 crore to ₹10 crore depending on GST status
- Capital Interest Subvention (CIS): Annual interest relief of 3% (Zone A) or 5% (Zone B) for up to 7 consecutive years
- Manufacturing & Services Linked Incentive (MSLI): Incentives for new units equal to 100% of the net GST paid for up to 10 years
- Maximum Benefit: The total benefit for a single unit across all components is capped at ₹250 crore
